说明目的

为帮助会员、研究团队和合作单位理解标准制修订项目的材料要求,AIET对项目征集、标准立项、征求意见和标准发布四个阶段的准备事项作统一说明。相关工作重在保存真实、完整、可追溯的过程资料,不以宣传性表述代替项目依据。

拟参与项目的单位应先明确标准拟解决的问题、适用对象和现有工作基础。申报材料中的项目名称、牵头与参与关系、技术范围和预期文本形式应保持一致。引用现行标准、政策文件、研究资料或项目数据时,应标明准确来源和版本,避免引用已经失效或无法核验的材料。

四个阶段的材料重点

  • 项目征集:说明提出项目的背景、实际需求、适用范围和初步参与安排。
  • 标准立项:补充工作基础、拟解决问题、文本框架、计划安排及必要的支撑资料。
  • 征求意见:保存征求意见稿、反馈记录、意见处理说明和版本变化依据。
  • 标准发布:核对标准编号、名称、发布日期、实施日期、发布文件和正式PDF。

内容与主体关系

标准项目材料应准确区分发布机构、起草单位、参与单位和资料整理方。对于引用展示的官方标准,AIET仅按公开文件进行资料整理和查询服务,不改变原标准的发布、起草和权属关系,也不将外部标准表述为协会自有成果。

如官方文件未提供起草人、起草单位或其他信息,相应字段可以保持为空,不应为追求页面完整而补写未经证实的内容。英文信息应以中文正式文本为基础进行专业翻译;已有通行英文名称的机构优先采用正式译名。

文件提交与维护

提交前应确认文档可以正常打开,文件名称、版本和正文信息一致。PDF应优先使用正式公开版本,扫描文件需保证页面完整和文字清晰。后续发生版本更新时,应保留必要的更新说明,避免不同版本在查询和下载页面混用。

AIET将于7月24日举办标准制修订项目申报说明会,进一步介绍材料清单、栏目维护方式和常见问题。具体活动安排以协会活动栏目公布的信息为准。

Purpose of This Guidance

To help members, research teams, and partner organizations understand the documentation required for standards development proposals, AIET provides consolidated guidance for four stages: project solicitation, proposal approval, public consultation, and publication. The priority is to retain authentic, complete, and traceable process records rather than replacing project evidence with promotional statements.

A prospective participant should first define the problem the proposed standard is intended to address, its intended users, and the existing basis for the work. The project title, leading and participating roles, technical scope, and expected document form should remain consistent across the submission. Current standards, policy documents, research materials, and project data should be cited with an accurate source and version.

Documentation for the Four Stages

  • Project solicitation: explain the background, practical need, scope, and initial participation arrangements.
  • Proposal approval: provide the existing basis, problem definition, document framework, work plan, and supporting materials.
  • Public consultation: retain the consultation draft, comments received, responses, and the basis for version changes.
  • Publication: verify the standard number, title, publication date, implementation date, publication notice, and formal PDF.

Content and Organizational Roles

Materials should distinguish accurately among the issuing body, drafting organizations, participating organizations, and the party organizing public information. Where an official standard is reproduced for reference, AIET organizes publicly available information and search access only. It does not alter the issuing, drafting, or ownership relationship and does not present an external standard as an Association outcome.

If the official document does not identify a drafter, drafting organization, or another item, the corresponding field may remain empty. Unverified information should not be added merely to make a page appear complete. English information should be translated professionally from the formal Chinese text, using an institution's official English name where one is established.

File Submission and Maintenance

Before submission, files should be checked to ensure they open correctly and that the file name, version, and document information agree. The formal public PDF should be preferred; scanned files should be complete and legible. Where a version is updated, an appropriate update note should be retained so that different versions are not mixed on search and download pages.

AIET will hold a briefing on standards development project proposals on 24 July to explain the document checklist, content maintenance, and frequently raised questions. The Association Events section provides the controlling activity information.
