About the Review Panel
AIET评审专家体系成立于2020年，是协会学术质量保障机制的核心组成部分。评审专家由协会遴选提名，经资质审核后正式委聘，所有受聘专家须签署独立性声明及保密协议。评审专家覆盖智能制造、工业物联网、人工智能工程、系统工程等领域，来自亚太及欧美多个国家与地区。The AIET review expert system was established in 2020 and is a core component of the Association's academic quality assurance mechanism. Review experts are selected and nominated by the Association and formally appointed after qualification review. All appointed experts must sign an independence declaration and confidentiality agreement. The experts cover fields such as intelligent manufacturing, industrial IoT, artificial intelligence engineering, and systems engineering, and come from multiple countries and regions across the Asia-Pacific, Europe, and North America.
Review Scope
对提交认定的研究课题进行独立评审，评估创新性、实用性、学术规范性及行业影响力。Conducting independent review of research projects submitted for recognition and evaluating innovation, practicality, academic compliance, and industry impact.
对年度卓越成就奖提名材料进行评审，评估贡献度、影响力、独创性及同行认可度。Reviewing nomination materials for the Annual Excellence Awards and evaluating contribution, impact, originality, and peer recognition.
对特聘职衔申请人的学术背景、研究成果、行业地位及履职能力进行资质评审。Conducting qualification review of honorary appointment applicants in terms of academic background, research achievements, industry standing, and ability to fulfill duties.
对年度白皮书进行学术质量审核，评估研究方法、数据严谨性、结论有效性及引用规范。Conducting academic quality review of annual white papers and evaluating research methods, data rigor, validity of conclusions, and citation standards.
Review Process
所有评审任务均按以下标准化流程执行，确保评审结果的公正性与一致性。All review tasks are carried out according to the following standardized process to ensure fairness and consistency of review results.
评审委员会主席核查拟委派专家与被评审方的关联关系，确认无冲突后发出评审邀请。The Chair of the Review Committee checks the relationship between the proposed experts and the party under review, and issues review invitations after confirming there is no conflict.
专家签署本次任务的独立性确认表，确认后以加密方式接收待评审材料。Experts sign the independence confirmation form for the task and, after confirmation, receive the review materials through encrypted means.
专家在约定期限内（10-15个工作日）独立完成评审，期间不得与其他评审专家沟通评审内容。Experts independently complete the review within the agreed period of 10 to 15 business days and may not communicate with other review experts about the review content during that period.
按统一格式就各评审维度出具书面意见，给出最终建议（通过/附条件通过/不通过）。Written comments are issued in a unified format for each review dimension, with a final recommendation of pass, conditional pass, or fail.
评审委员会主席汇总意见，经学术委员会主席审核确认后正式生效，通知提交方结果。The Chair of the Review Committee summarizes the comments, which take formal effect after review and confirmation by the Chair of the Academic Committee, and the result is then communicated to the submitting party.
Independence Assurance
评审独立性是AIET学术公信力的基石，协会从制度设计、程序规范及人员管理三个层面建立系统性保障机制。Review independence is the cornerstone of AIET's academic credibility. The Association has established systematic safeguards across institutional design, procedural standards, and personnel management.
评审专家的学术判断完全独立于协会管理层，任何人不得以任何形式干预评审专家的独立判断。The academic judgment of review experts is completely independent of the Association's management, and no one may interfere in any form with the independent judgment of review experts.
专家须书面申报与被评审方的关联关系，存在利益冲突的专家将被排除在该轮评审之外。Experts must declare in writing any relationship with the party under review. Experts with a conflict of interest will be excluded from that round of review.
评审专家身份对被评审方保密，不同专家之间互不知晓对方评审结论，防止相互影响。The identities of review experts are kept confidential from the party under review, and experts do not know each other's review conclusions, preventing mutual influence.
评审标准与流程公开发布，协会每年对评审体系进行内部审计，接受外部监督。Review standards and procedures are publicly released, and the Association conducts an internal audit of the review system each year while accepting external oversight.

评审委员会对学术背景、专业领域及评审经验进行审核，通常10个工作日内完成。The Review Committee reviews academic background, professional field, and review experience, usually within 10 business days.
通过审核后参加协会评审标准体系培训，签署独立性声明及保密协议。After passing the review, participate in training on the Association's review standards system and sign the independence declaration and confidentiality agreement.
签发正式委聘函，任期两年，纳入协会评审专家名录。A formal appointment letter is issued, with a two-year term, and the expert is included in the Association's review expert directory.
